Consiliul Județean Tulcea demarează un proiect de paliație major

Consiliul Județean Tulcea a anunțat lansarea proiectului „Construire unitate sanitară care furnizează servicii de paliație, județul Tulcea”. Implementarea acestuia este programată pe o durată de 46 de luni, iar finalizarea este estimată pentru vara anului 2029, conform datelor publicate de Consiliul Județean Tulcea.

👉 Finanțare și detalii administrative ale proiectului

Acest proiect este cofinanțat prin Programul Sănătate 2021 – 2027, având ca prioritate oferirea de servicii de reabilitare, paliație și spitalizări pentru boli cronice. În plus, el vizează adaptarea la fenomenul demografic de îmbătrânire a populației. Contractul de Finanțare nr.127041/29.10.2025 a fost încheiat cu Ministerul Investițiilor și Proiectelor Europene, în calitate de Autoritate de Management pentru Programul Sănătate.

Valoarea totală a proiectului depășește 34,8 milioane de lei, din care 12,5 milioane lei sunt eligibili pentru finanțare. Fondurile provin din Fondul European de Dezvoltare Regională, Bugetul de Stat și cofinanțări eligibile, în timp ce valoarea totală neeligibilă a proiectului este estimată la 22,3 milioane lei.

👉 Obiectivele și impactul preconizat al proiectului

Obiectivul principal al proiectului este asigurarea accesului egal la servicii de paliație prin construirea unei unități sanitare în județul Tulcea. Scopul urmărit este acela de a rezolva necesarul de minim 39 de paturi pentru îngrijiri paliative în județ până în 2030, conform Masterplanului Regional de Servicii de Sănătate.

Printre obiectivele specifice se numără construirea unității sanitare cu o suprafață desfășurată de 2.378 mp și dotarea acesteia cu aparatură specifică și mobilier medical. Se așteaptă ca, în urma implementării proiectului, să fie asigurată capacitatea de asistență pentru 256 de persoane pe an, beneficiind de servicii de calitate pentru o populație estimată de 34.874 de persoane.

"This technology and process enhancement allows us to move from reactive care to proactive care for these patients."We demonstrated that it is possible to gather signals of patient risk continuously between clinic visits, shape their response behaviors through personalized nudges, and intervene, when necessary, through escalations to our pulmonary disease navigators – all in one composite solution," he added.
